Health insurance increased dramatically in FY01
	FY02 - 1/2 the year the Police officers were not out of our budget
	but paid 1/2 year of SO’s health insurance and LTD
	FY03 - no police SS or Ret. But paying 100% of health and LTD
	Contracts continue to rise each year - mainly due to TANK and PSCC
