Encroachment Permit Application

Division of Inspection Services, Darryl Davis Supervisor

Photograph of Darryl DavisIt is our responsibility at Inspection Services to ensure that the engineer/developer of new industrial, commercial and residential construction projects in Boone County have complied with the Boone County Subdivision Regulations through the Planning Commission Process. Such construction projects create miles of paved roadways, underground utilities and storm sewer systems that are given over to the public use by a certificate of dedication.

Inspectors will review approved plans and inspect most all phases of construction, from clearing the land to finally paving and sealing the streets, which you may drive daily.

The Sign Division

The Inspection Services Supervisor also directs the Sign Division. All signs are fabricated in-house, following very stringent guidelines set by the Federal Highway Administration in the Manual of Uniform Traffic Control Devices or MUTCD. The goal of these strict guidelines is consistency of sign materials and message across the country. The information conveyed in road signs is rooted in safety and should be the same from coast to coast. All primary signage in our county is created by the Boone County Public Works Sign Division. A traffic control committee reviews multi-intersection traffic, round-a-bouts, grade or sight distance concerns, and speed and parking situations and recommends appropriate signage for these situations.

Storm Drains

You probably have noticed that storm drains in the streets of construction sites are kept covered and the last inch or so of asphalt is not applied until most of the heavy construction is complete. This helps to keep construction debris out of drainage areas and streams. Eventually, storm systems will be uncovered, cleaned if needed, and regional detention basins opened. During rain events, detention basins accept and detain runoff, slowing the release of storm water offsite into natural drainage areas or creeks.

Improvements in Construction

All of our inspectors are cross-trained in various construction topics, ranging from soil mechanics to the latest erosion control devises. Concrete and asphalt companies are constantly improving their road and drainage construction materials to create roadways better suited for hot and cold weather and wet and dry season applications. Chemicals added to concrete can have you driving on pavement in less than two hours. Leaking storm sewer pipes can be remedied without digging by blowing plastic liners through the pipes. Cameras on wheels can videotape, measure, cut holes and otherwise help locate and repair sections of underground pipe while you drive by, the only noticeable change in your commute being an equipped vehicle with an operator located out of traffic.
