| ITEM II. | APPROVAL OF MINUTES |
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the minutes of the meeting held June 9, 1998. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
| ITEM III. | DELEGATIONS |
CEMETERY RELOCATION
Assistant County Attorney Victor advised the court that he has reviewed the request to relocate the cemetery located at 9900 Bakers Lane, Union, Kentucky, as requested by Mr. & Mrs. Ricky W. Snatchko. He further advised the Fiscal Court has the discretion to deny or grant the request and referred to the applicable Kentucky Revised Statute. However, Attorney Victor said any ruling at this time will be premature as there are legal guidelines that must be adhered to and cited several inadequacies that must be addressed in order to be in compliance.
Mrs. Snatchko referred to the packet of information sent to Fiscal Court members and said she was not aware of the guidelines referred to by Mr. Victor. She also stated that the cemetery has not been maintained by the family members.
Mrs. Katie Presnell stated she is opposed to the relocation of the cemetery and referred to articles in various Boone County Recorder papers indicating that several of her ancestors are buried at this location.
Judge Lucas advised that if Mr. & Mrs. Snatchko wish to pursue this matter, they must comply with the statutes and said they should contact Attorney Victor relative to the necessary guidelines.

APPOINTMENTS
Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the appointment of Edwin Barnes to the Boone County Board For The Homeless. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the appointment of James Mirick to the Building Inspector Appeals Board. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the re-appointment of Michael McKinney to the Boone County Library Board of Trustees. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the re-appointments of Shirley Millar and George Whitton to the Boone County Zoning Appeals & Adjustment Board. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the re-appointments of Sandra Easton and Paul Marcotte to the Northern Kentucky Convention & Visitors Board. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the appointment of Ron Noel to the Tri County Economic Development Corporation. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the reappointment of Vaughn Rogers to the position of County Treasurer, term to expire June 30, 1999. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.

Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the Northern Kentucky Area Development District MH/MR/Aging Contract as submitted. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "A"
BID AWARD - VENDING MACHINES
Commissioner Meihaus moved, seconded by Commissioner Patrick, to award the bid for the vending machines to Wolfe & Son, Inc. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "B"
BID AWARD - CREW CAB
Commissioner Patrick moved, seconded by Commissioner Meihaus, to award the bid for the crew cab to Earl Floyd Ford in the amount of $45,936.00. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "C"
BID AWARD - BITUMINOUS MATERIALS/HEADWALLS, ETC
Commissioner Meihaus moved, seconded by Commissioner Patrick, to award the bid for headwalls, yard boxes, risers and grates as presented. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "D"
Commissioner Patrick moved, seconded by Commissioner Meihaus, to award the bid for bituminous materials to Ashland oil. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "E"
BID REJECTION GUARDRAIL
Commissioner Meihaus moved, seconded by Commissioner Patrick, to reject the bid for guardrails. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
BID AWARD - CLEANING SUPPLIES
Commissioner Patrick moved, seconded by Commissioner Meihaus, to award the bid for the 1998-99 cleaning supplies as presented. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "F"
BID REQUEST - SPORTS UTILITY VEHICLE
Commissioner Meihaus moved, seconded by Commissioner Patrick, to authorize going to bid for a sports utility vehicle for the Emergency Management Department. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.

BIG BONE CHURCH ROAD/EMERGENCY
Commissioner Patrick moved, seconded by Commissioner Meihaus, to declare a section of Big Bone Church Road an emergency due to the slippage brought about due to the heavy rainfall during the winter and spring. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
| ITEM VII. | NEW BUSINESS |
Commissioner Patrick requested that staff contact the Kentucky Department of Transportation relative to signage to prevent large trucks from traveling KY 20 at Petersburg due to the hairpin curve which prevents them from making the turn. Staff will look into this matter.
Commissioner Patrick stated there are two different speed limits on Bullittsville Road and requested that the speed limit for the entire road be changed to 45 m.p.h. Staff will requested a recommendation from the Police Department.
Commissioner Meihaus requested that a letter be sent to the Kentucky Department of Transportation requesting a traffic light at the intersection of Cayton Road and Hopeful Church Road. Mr. Sketch said he believes the state is in the process of redesigning this intersection and stated he will check into this matter. Commissioner Meihaus requested that Mr. Sketch send her a copy of his correspondence to the state.

Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the new position for a Child Care Worker/Shift Supervisor at Maplewood Home. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to appoint Brenda Meyers to the position of Child Care Worker/Supervisor at the Grade/Step of 6/A, $9.45 per hour. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Patrick moved, seconded by Commissioner Meihaus, to approve the recommendation of the Boone County Police Merit Board that Sgt. Tom Webster be promoted to the position of Lieutenant at the Grade/Step of 44/D, $18.90 per hour. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.

Commissioner Meihaus moved, seconded by Commissioner Patrick, to increase the pay for election officers as recommended by the Boone County Board of Elections from the present $70 per day to $100 per day. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE.
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the Court Order which allows the Fiscal Court to prepare the monthly payments of payroll, utilities, personal reimbursements, homeless prevention, referees, insurance premiums and any federal grant payments. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "G"
Judge Lucas read a summary of ordinance No. 220.32 and declared a Public Hearing open at 6:23 p.m. Hearing no objection, Judge Lucas declared the Public Hearing closed at 6:24 p.m. Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve on Second Reading Ordinance No. 220.32, an ordinance adopting the FY 98-99 budget. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibit "H"
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve Fiscal Court Orders #19 and #19A. Judge Lucas called for a vote of the motion, ALL PRESENT VOTING AYE. Exhibits "I" & "J"
Commissioner Meihaus moved, seconded by Commissioner Patrick, to approve the Invoice Report dated 6/19/98 and the Prepaid Invoice Report dated 6/12/98. Judge Lucas called for a vote of the motion, Commissioner Patrick ABSTAINED on Destinations Unlimited and voted AYE on all remaining invoices, ALL OTHERS PRESENT VOTING AYE. Exhibits "K" & "L
